Down to Zero (DtZ) is a 5-year programme (2016-2020) that enables children and young people to defend their own rights, enables communities to become safer and protective of their children against commercial sexual exploitation and enables governments to improve and implement related policies, laws and regulations. The programme also works the private sector, for example in the tourist industry. The DtZ programme is managed by an Alliance consisting of Terre des Hommes Netherlands (lead), Plan Netherlands, Defence for Children - ECPAT, Free a Girl and ICCO Cooperation. In partnership and funded by the Ministry of Foreign Affairs, the Alliance works towards ending commercial sexual exploitation of children in ten countries in Asia and Latin America.

For this programme we are seeking for a Desk Coördinator (36 hours)

General information

The programme is guided by a Steering Committee consisting of programme representatives of the alliance members. The Desk Coordinator DtZ is responsible for supporting and coordinating the work of the Steering Committee and task-oriented working groups. He/she does this together with the PMEL Advisor and Financial Officer, each dedicating 0,2 and 0,1 FTE to the DtZ Alliance.

The Desk Coordinator is appointed by the Steering Committee, but managed by Terre des Hommes. The Desk Coordinator is based in The Hague at the office of Terre des Hommes for 36 hours per week, reports to the Manager of Project Management and is technically led by the Programme Manager of DtZ, both working at Terre des Hommes.

Specific result areas

Support the Steering Committee to realise the programme objectives.

Aim: The Steering Committee can fulfill its mandate; the Alliance is informed, involved and well-functioning. Tasks include:

  • Facilitate Steering Committee and Board of Directors meetings;
  • Maintain/facilitate contacts with the Ministry of Foreign Affairs, Alliance members, and other stakeholders;
  • Organise workshops and coordination-/learning meetings;
  • Prepare internal and external communication materials, and facilitate the work of the communication working group;

Ensure quality service

Aim: Facilitate and promote learning, and where necessary improve the programme quality in accordance with decisions made by the Steering Committee, with the aim of increasing the impact of the programme. Tasks include:

  • Facilitate and stimulate learning within the Alliance;
  • Facilitate learning groups;
  • Coordinate work of and support the Learning Platform Coordinator (in Latin America)
  • Analyse reports to identify steps for improvement.

Ensure effective workflows

Aim: Work processes such as the PME cycle are implemented according to the expectations of the donor and the Alliance, and coordinated with the PME Advisor and Finance Officer. Tasks include:

  • Up-date and roll-out programme management tools and frameworks;
  • Plan and facilitate the events of the PME-cycle;
  • Consolidate Country Annual Plans and Reports and write Alliance Reports;
  • Support the follow-up on the recommendations of the mid-term review; prepare and support the end-term evaluation;
  • Monitor quarterly IATI reporting;
  • Support and monitor partner assessments and capacity development plans;
  • Monitor finances and inform the Steering Committee about this.

Knowledge and Skills

  • High level vocational or academic (university) education at bachelor level (NL: HBO/WO, Bachelor) in a relevant subject.
  • High level applied or academic thought and working ability (analytical skills).
  • Knowledge of procedures and guidelines relating to the work environment and relevant networks.
  • Knowledge in the field of project management and a minimum of 5 years project or programme management experience in an (I)NGO.
  • Knowledge of and insight in the Child Rights, pref. CSEC and other relevant developments.
  • Experience in operating in an multi-stakeholder environment, pref. an Alliance: organisational as well as diplomatic skills.
  • Excellent writing skills in Dutch and English, such as project work plans. Basic working knowledge of Spanish is an advantage.

What do we offer?

  1. Gross monthly salary of min 2.841 and max 3.865 EUR per month based on a 36-hour working week and depending on relevant years of experience
  2. One year contract with a possibility of extension.
