Stichting Terre des Hommes Netherlands aims to prevent child exploitation, to remove children from exploitative situations and to ensure that these children can continue their development in a safe environment. Terre des Hommes focuses on sexual exploitation of children, the worst forms of child labour, child trafficking and migration, sexual and reproductive health and rights and on child protection in humanitarian crises. For each of these forms of child exploitation, Terre des Hommes is developing and implementing projects and programmes through local partners, mainly in Asia and East Africa. In Asia, Terre des Hommes Netherlands works in Cambodia, the Philippines, Thailand, Bangladesh, India, and Nepal

Programme Development Officer

General Characteristics

Terre des Hommes Netherlands is looking for a flexible, creative, ambitious, solutions-focused and passionate individual with a strong commitment to children’s rights and protection to take on the role of Programme Development Officer (PDO). The PDO is a new, exciting multi-functional support position within the Asia regional team. The PDO assists the regional team and wider organisation in the development, monitoring, and resourcing of quality projects in the Asia region. The  PDO  works closely with various members of the regional team to implement organisational processes, coordinate activities and logistics, gather and analyse information relevant to programme development and resource mobilisation, and provide administrative support. Key tasks include organising project meetings and reviews, maintaining up to date project information, preparing presentations and reports, researching potential partners and maintaining relevant information.

Objective of the function

The PDO provides support to the regional office and contributes to the portfolio through project development, resource mobilisation and planning, monitoring, evaluation and learning support and administration. 

Position in the organisation

The programme development officer is a key member of the Asia regional team reports to the Programme Development Manager or Regional Director.

 Knowledge and skills

  • University degree in Development Studies, International Relations or a related subject and 2+ years relevant experience with (I)NGOs, preferably in a programmes or business development-related role
  • Demonstrable experience in resource mobilisation to include donor research and proposal development
  • Experience in project planning and monitoring and a good understanding of the project management cycle
  • Understanding of child safeguarding principles and best practice
  • Excellent communication skills to include fluent written and spoken English 
  • Excellent organisational, time management and problem solving skills
  • Strong technical IT skills including database management, and the ability to manage and analyse data
