382 victims of sexual exploitation in the Philippines received assistance

In the space of six years, Terre des Hommes provided intensive and substantial assistance to 382 victims of sexual exploitation in Cebu, a province in the Philippines. Local partner organisation Bidlisiw also ensures that children are not afraid to speak up if they or other children are faced with sexual exploitation. Bidlisiw was able to reach a total of 2,620 children in the space of six years.

Sexual exploitation

Bidlisiw offers sexually exploited children in Cebu a fair opportunity to build a new, decent life. Bidlisiw’s work ranges from socio-psychological treatments and medical assistance for those infected with STDs, to vocational education, legal assistance and reintegration into society. The services are tailored to the individual needs of each child to ensure they each receive the assistance they need.

Understanding and support

Rehabilitation takes time, often more than two years. In addition, children cannot do it by themselves; they need the support of their families and the community. They need officials who do not consider them criminals but who protect them. They need vocational education and employers who offer them decent jobs.

Community training

It is for this reason that Terre des Hommes trains local leaders to set up groups within the community that keep an eye out and take action when children are at risk of ending up in prostitution or in front of a webcam. Terre des Hommes also educates families and communities on sexual exploitation of children. This way they learn to recognise the signals and send children to the proper local aid organisations and local police. Parents are also informed about the dangers their children may be exposed to. Lastly, Terre des Hommes trains the police and teachers.

Coordinating efforts against sexual exploitation of children

Within the Philippines, Terre des Hommes works with two strategic partnerships: Down to Zero and the Girls Advocacy Alliance. Within the Down to Zero alliance, Terre des Hommes (lead), Plan International Netherlands, Defence for Children - ECPAT, Free a Girl and ICCO Cooperation work together to eliminate commercial sexual exploitation in 11 countries in Asia and Latin America by 2020. The Girls Advocacy Alliance (GAA) is a five-year (2016-2020) joint programme of Plan International Netherlands, Terre des Hommes Netherlands and Defence for Children - ECPAT Netherlands. The programme is implemented under supervision of Plan International Netherlands. Both programmes are carried out in cooperation with the Dutch Ministry of Foreign Affairs.
