WATCH Nederland Terre des Hommes pakt loverboys aan

Sexual exploitation of children in the Netherlands is an increasing problem. Even though the police and judiciary are highly motivated to tackle this problem, they often lack the tools, jurisdiction and/or manpower to check up on all leads or to take pre-emptive measures. Therefore Fier and Terre des Hommes will initiate – based on the successful handling of child sex tourism in Asia – ‘Watch Nederland’ a special operational observation unit that will not only pursue leads but also proactively seek (potential) exploiters in both the physical and virtual world.

Background

Sexual exploitation of children in the Netherlands is an increasing problem. Vulnerable children are being recruited from school playgrounds, hangouts, care facilities and nightlife venues. And above all through the internet. The chances of being caught are minimal and the daily revenue from sexual child exploitation vast.

Even though the police and judiciary are highly motivated to tackle these problems, they often lack the tools, jurisdiction and/or manpower to check up on all leads or to take pre-emptive measures.  For example, the Valkenburg sex case where a private detective had to step in to save the girl involved from her loverboy.

Goals

Fighting against sexual exploitation of children and low-ability youth aged up to 23 years. Fier and Terre des Hommes do this by discouraging, warning and scaring off (potential) perpetrators.

What we do

WATCH stands for ‘Working Actively Together for Children’. The joint project of Fier and Terre des Hommes contains a special operational observation unit that approaches people in search of (paid) sex with minors and low-ability youth aged up to 23 years. The goal: to discourage sexual abuse, to frustrate and to expose.

Another key element of the project is a national hotline for victims, parents/caregivers, bystanders, care facilities and professionals. This part will be operational beginning of 2017.

There is a special focus on grooming (sexual abuse of minors through the internet) and tackling loverboys and their clients.

In the past, a lot of attention went to both victims and human traffickers. Now is the time to focus on the sexual delinquents, the clients. Who are they? And how do they get in touch with these minors? And, of particular importance, how can we change their minds? We do not want to wait until the crime has taken place, but prevent these men from perpetrating
