Background
Stichting Terre des Hommes Netherlands aims to prevent child exploitation, to remove children from exploitative situations and to ensure that these children can continue their development in a safe environment. Terre des Hommes focuses on sexual exploitation of children, the worst forms of child labour, child trafficking and migration, sexual and reproductive health and rights, and on child protection in humanitarian crises. For each of these forms of child exploitation, Terre des Hommes is developing and implementing projects and programmes through local partners, mainly in Asia and East Africa. In Asia, Terre des Hommes Netherlands works in Cambodia, the Philippines, Thailand, Bangladesh, India, and Nepal.

General characteristics
The Programme Development & Quality Manager (PDQM) is responsible for initiating, coordinating, and guiding the development and quality of programmes within a defined programmatic or geographic area. The PDQM (co-)develops and proposes projects and programmes as part of the strategic vision of an organisation-relevant theme/country/region, aligning resources, and ensuring quality throughout conception, design and implementation. The PDQM is responsible for both initiating projects and/or advising on the selection of projects which potentially qualify for approval within a program/country/regional strategy. They support Country Teams in achieving project development targets, contributing to and ensuring programme quality and accountability to include the development and/or improvement of the planning, monitoring and evaluation system. Also plays an important role in advising and supporting management and/or co-workers in this regard.
The candidate supports the securing funding for the projects and programmes and the development of strategic partnerships.
Objective of the function
The PDQM is supportive and (if necessary) directly responsible for the coordination, development, funding, and quality of new projects and programmes within defined strategic organisational boundaries and within a predefined geographic scope.
Position in the organisation
The PDQM reports to the Regional Director, Asia and has one direct report. They work closely with the Country and Regional Team, as well as the global Lobby, Expertise and Programmes (LE&P), Institutional Partnerships (IP), and Planning Monitoring and Evaluation (PME) teams.

Result: Project and programme strategy have been (co-) developed on country/regional/organisational levels in such a way that proposals have been made and approved by the Leadership Team and are financeable.
Result: Programmes and projects have been developed in line with programmatic strategy and ToC, and financing is secured.
Result: Programmes and projects are designed and delivered to the highest possible standard.
