Senior Advisor on Safety, Integrity & Privacy

About Terre des Hommes

Terre des Hommes (TdH) fights the exploitation of children across Asia, East Africa and Europe. We work on child exploitation covers: (a) the worst forms of child labour; (b) child trafficking; (c) sexual exploitation of children and (d) child Abuse. Terre des Hommes strives to prevent child exploitation, remove children from exploitative situations and ensure that they can develop in a secure, healthy and supportive environment. We are involved in both development/structural aid and humanitarian/emergency relief work.

Terre des Hommes has a moral duty to run activities with the utmost respect for the people whom we work with. For this reason, we require all staff, partners, volunteers and collaborators to adhere to the highest standards of behaviour at all times and in all places, based on humanitarian principles and our organisation’s values. As Terre des Hommes fights child exploitation, at the core of our work is to ensure that the best interest of the child is always paramount. 

We will challenge you to take the awareness of and operationalization of these 3 topics of our organisation further and to guard our principles, in order to prevent and respond to any form of violations in the following clusters of integrity violations:

  • Violations involving misuse of power: corruption, conflicts of interest and partiality, divulgence of confidential information, culpable negligence.
  • Financial violations: fraud, theft, misappropriation of property or services, deliberate wastage.
  • Interpersonal violations: discrimination, intimidation, humiliation, violence, bullying, unwanted intimacy, sexual intimidation, sexual violence.
  • Child Safeguarding violations: abuse, maltreatment, harm to health or development, threats for safety or effective care of children. The core of Terre des Hommes’ work is to ensure that the best interest of the child is paramount. 

Beside responding to violations, your work will focus on prevention of violations through conceptualising and implementing policies and strategies across a set of issue areas. Helping to structure training and awareness improvement processes. Child safeguarding is of course a significant part of our integrity system.

Privacy and Security

For Terre des Hommes privacy and security is of the utmost importance; we work with highly sensitive information, therefore we need to keep our policies and processes regarding privacy and security up to date to be able to secure the safety of (the information about)  the children,  our employees, partners and donors. 

Safety and Integrity

As for safety and Integrity you have a leading role on this topic. You make sure our policies concerning GDPR are ‘top of mind’ in our organisation. You do this together with our  ‘privacy champs’ throughout the organisation.  

Position in the organisation

You will directly report to our CEO and you have ‘a dotted line’ with the Supervisory Board. As integrity, safety and privacy are themes that concern all employees, volunteers, partners, beneficiaries and communities that we work with, you will inherently cooperate with all other departments. In particular, on integrity and safety you will work closely with some colleagues who are experts in specific integrity areas such as child safeguarding.

What will you do and how will you make an impact?

We see safety, integrity and privacy as a collective responsibility. You will be responsible for coordinating the further development and implementation of our integrity system, as well as for coordinating our case management. In some cases/ issues you are the linking pin toward external experts if necessary. 

More specifically:

  • Further development and implementation of our safety, integrity and privacy system
      • You will coordinate the further development and update of our overarching policy, together with internal and external stakeholders (eg. specialists in specific areas). 
      • You will translate this policy on safety & integrity into an updated Code of Conduct with clear do’s and don’ts on each subtheme. 
      • You will set up and implement a promotion and prevention plan to further develop a culture and attitude of safety & integrity. You will support capacity building towards our colleagues, our partners, volunteers and beneficiaries in the Netherlands, Asia and Africa, ensuring the accessibility and dissemination of all relevant knowledge.
      • You will continuously improve our reporting and response mechanisms and make sure they are easily accessible to all our stakeholders.
      • You will improve and support the implementation of our protocols for case management. 
      • You will maintain a network with integrity advisors and privacy advisors from other members of the international Terre des Hommes-federation, and from other NGOs, in order to create common standards and collective learning as a sector.
      • You will liaise with other internal and external advisors, such as the child safeguarding specialists, HR and the external counsellor of trust. 
      • You will ensure that our Speak Up policy is implemented and kept alive in the organisation.
  • Case management
    • You are responsible for the coordination and process management of all suspected breaches of the Code of Conduct, which might involve complex and multi-faceted investigations
    • You are responsible for the coordination and process management of all notifications of breaches of privacy
    • You will draw up reports on these topics , prevention and enforcement to our stakeholders.

You will keep a strong focus on learning! Both the further development of our integrity system and the operational follow-up of suspected breaches are in your hands, as we expect both responsibilities to nurture each other. Each case will definitely bring up new insights to further improve our integrity system. 

Who are you?

  • You have a bachelor or master degree in a relevant field such as international development studies, business, or law 
  • You have multi-year (3+) relevant experience as an Integrity Officer in multi-cultural humanitarian or development contexts.
  • You must be knowledgeable with Dutch legal laws on all topics 
  • Experience within the non-profit sector is preferred
  • You have a strategic vision on safety & integrity management, proven experience in developing and implementing policies, training, reporting mechanisms and prevention measurements and case management.
  • You are well familiar with the GDPR and know what needs to be done to make employees aware on how to keep our data safe.
  • It is an added value if you already bring Child Safeguarding experience. 
  • You are not afraid to bring up sensitive messages on all organisational levels.
  • You have a strong moral compass, you’re eager to learn and you don’t take the status quo for granted.
  • You work systemically, bringing in strong analytical skills.
  • You have the ability to display high levels of cultural and emotional intelligence. 
  • You are a strong organiser and coordinator, aiming to bring cases to a fair and justified conclusion. 
  • You are willing to travel to the countries where we are located in Asia and Africa.
  • You have an excellent command of English and preferably Dutch, both spoken and written.
