The Project Officer will join the Madagascar Country Team, and receive leadership and supervision from the Country Programme Manager to whom he/she will report. This position offers an exciting job opportunity, contributing to the elimination of the worst forms of child labour in Madagascar´s mica sector. The Programme Officer will be responsible for the coordination of the two mica projects (Famaha 1 & Famaha 2) by ensuring effective and efficient implementation of the projects on time, on scope and on budget, supporting and monitoring local implementing partners and ensuring good collaboration and coordination with implementing partners and other relevant actors in Anosy Region.
Responsibilities
Projects coordination
- Overall oversight and coordination of the two mica projects implemented in Betroka including developing, monitoring and implementation of the projects work plans
- In collaboration with project team members, ensure quarterly internal project reviews on the progress of the project in terms of time, budget and quality and address any conflicts/bottlenecks/delays
- Work in close collaboration with the Finance & Admin Officer on monitoring expenditure of the project, review of project budgets and the preparation of financial reports
- Work in close collaboration with the MEAL Officer on the adjustment and implementation of the project's MEAL system and the organisation of the project's baseline and endline evaluation
- Ensure the identification of lessons learnt, possible improvements, solutions to challenges, opportunities and new thinking to inform the implementation of the project, amongst others through the organisation of bi-annual project review meetings in collaboration with the MEAL officer
- Collaborate with the mining expert on the implementation of activities to improve the position of mica miners
- Support the TdH NL Global Mica Team in the preparation of project's narrative, financial and M&E reports for the donors, in collaboration with the Finance & Admin Officer and the MEAL Officer
- Supports the Senior Communication Advisor at the Regional Office with information and materials for marketing and communication, e.g. news items, case stories, videos and photos
Partner management
- Review projects’ proposals from project implementing partners and ensure contracting of implementing partners, in collaboration with the MEAL Officer, Finance & Admin Team and the Project Assistant
- Support, guide and monitor projects’ team and implementing partners in the implementation of projects’ activities, through regular communication and field visits, and ensure that projects and finance commitments as per partner contracts are being fulfilled
- Support implementing partners in the preparation of quarterly narrative, financial and M&E progress reports in line with TdH NL reporting guidelines, including providing support in working with TdH NL´s online project management system (PRIMAS)
- Review and provide feedback on partners monthly reports: activity work plan, financial expenditures and M&E progress
- Provide technical support to partners in the implementation of projects’ activities to ensure good quality of the project implementation
- Ensure updating of partner capacity strengthening plans and coordinate the implementation of the plans in collaboration with other project team members
Coordination, networking and fundraising
- Ensure good collaboration, alignment and complementarity with UNICEF and its partners, amongst others through regular communication and coordination meetings
- Ensure the alignment, complementarity and synergy of the two mica projects in Betroka with other TdH NL projects in Madagascar, including the ACTE project
- Build and maintain relations with key duty bearers and stakeholders such as governmental organisations, UN agencies, other (I)NGOs as well as the private sector
- Ensure alignment with initiatives of other actors, from the civil society, government or private sector, working on the elimination of child labour in mica mining, and identify and pursue opportunities for collaboration
- Present the project at meetings, events and conferences
- Contribute to the development of high quality funding proposals, when opportunities arise
- Follow and identify relevant (social) developments and issues and translates these into opportunities for the project
Perform any other duties as relevant for the country programme as assigned and as can reasonably be expected from the position.
