Project Summary

Terre des Hommes Netherlands (TdH-NL) and ILO (International Labour Organisation) are partnering on the implementation of the WFCL project. The project is part of Asia Regional Child Labour (ARC)Programme (a flagship initiative of ILO with an aim to accelerate the eradication of child labour and  and contribute in accomplishment of SDG Target 8.7. 

The project works with 2,487 vulnerable children, 1.045 families and diversified range of stakeholders (Government institutional service providers, Government officials, child protection institutional structures, 3-tier Panchayati Raj Institutions, Civil Society Organisations (including Trade Unions and others) to facilitate and sustain the positive changes in the lives of children and their families. The project has adopted a multi-pronged, integrated and community led model of actions directed at system strengthening that render children as agents of change. In addition, the project also pursues systemic change in collaboration with a range of stakeholders (operational and strategic levels) to ensure improved access to living wages through formalisation of Mica supply chain activities at the uppermost nodes of the supply chain.  

Project Objectives

Project objectives: 

  • Children are empowered to effectively present their collective voices that render safeguarding their rights in a broader perspective of ‘all children access and continue school education.
  • Parents, communities and child protection institutional mechanisms support the social well being of children and collectively create a conducive environment to protect the rights of children.
  • Engagement with the government departments and 3-tier Panchayati Raj Institutions (PRIs) to ensure improved access to social welfare and social protection schemes. 
  • Engage with a diversified range of CSOs (Civil Society Organisations) consisting of NGOs, Trade Unions, Farmers Producer Organisations and upcoming Mica workers cooperatives to augment efforts on social security/social entitlements for Mica dependent families.
  • Engage the actors associated with actors in Mica supply chain (uppermost nodes as well as downstream ends), lawmakers, private sectors and collaboration with the Responsible Mica initiative (RMI)-to pursue systemic change towards creating decent work conditions and augments efforts on improved access to living wages for Mica dependent families.

Purpose of endline evaluation

The purpose of the evaluation are as under:

  • To provide documented evidence of the achievements realised during the entire project period (October 2021 to March 2024).
  • Collect data for relevant indicators and compare baseline data with mid-term evaluation data.
  • To assess the project design, implementation, and achievement by using the six OECD- DAC evaluation criteria (relevance, coherence, effectiveness, efficiency, impact, sustainability).
  • To provide an opportunity for all key stakeholders - reflection and critical analysis of what went well, what did not work very well and what could have been done better/differently?.
  • To gather lessons learnt while attaining the envisaged outcomes of the project.
  • To collect comprehensive information about the promising/best practices emerged along with the contributory process/approach.
  • To strengthen the learning aptitude of the organisation as a medium for improving service to the beneficiaries.
  • To provide recommendations for improvement of the project design in future times.

The application shall contain: 

  • A cover letter highlighting the consultant(s)’ previous work in a similar assignment and if possible, containing links to previous evaluations.
  • Consultant(s) CV (in case of a team, CVs of each team member); 
  • A budget proposal (including gross daily rate, estimated number of working days, other costs and total price including GST if any).

The full proposal and supporting documents should be submitted not later than 2nd April 2024. 

TdH NL reserves the right to request for additional documentation from the shortlisted consultant/team of consultants for final decision-making.
